Kassandra Linklater is the founder of Tenacious Ventures, a boutique consultancy that advises companies and governments on frontier strategy, civic innovation, and next-gen economic development.

Kassandra Linklater is a civic entrepreneur, strategist, and investor shaping some of the most ambitious innovation plays in Canada. Known for fusing capital, culture, and civic imagination, she has helped redefine how tech ecosystems are built and how global conferences are won.

Over the past half-decade, Kassandra has led Vancouver’s innovation hub and placemaking movement, turning the city into a launchpad for tech, creativity, and economic transformation. In May 2022, she co-founded the Frontier Collective with Dan Burgar. Less than a year later, she catalyzed nearly $1 billion in economic activity for Vancouver and British Columbia by co-chairing the winning bid to bring Web Summit (formerly Collision) to Vancouver, an unprecedented alignment of industry, government, and global influence.

A former tech founder who launched one of Canada’s largest virtual university platforms and built University Confidential to support students navigating post-secondary life, Kassandra has also advised world leaders at the G8, G20, and APEC, and served as the behind-the-scenes operator of some of Canada’s most high-impact frontier tech alliances.

Now working in the investment space, Kassandra brings next-gen strategic vision and founder-hardened grit to everything she builds. In 2024, she was named #21 on Vancouver Magazine’s Power 50, recognized for her civic impact and innovation leadership. Today, through her consultancy, Tenacious Ventures, Kassandra partners with visionary leaders to navigate complex systems, unlock capital, and design future-ready strategies at the intersection of technology, culture, and policy.
