About Kate Carter

Kate Carter is an AI Program Manager dedicated to advancing AI governance, ethics, and literacy, with a focus on empowering women and people of color in the evolving tech landscape. With master’s degrees in blockchain and leadership, she bridges the gap between emerging technology, policy, and real-world impact.

In her role as AI Program Manager for the City of Tucson, she leads AI strategy and governance, ensuring responsible adoption and ethical oversight of AI technologies across departments. She is committed to making AI policies more transparent, equitable, and accessible.

Kate is currently pursuing a Ph.D. in Artificial Intelligence at Capitol Technology University, where her research focuses on chronic pain management and healthcare equity. She explores how AI can improve patient outcomes while addressing biases that disproportionately affect marginalized communities.

Beyond her work, Kate is an avid traveler, a passionate advocate for diversity in tech, and a proud adoptive parent of two. She speaks at conferences worldwide on AI governance, business strategy, and the broader societal impact of AI.
